JoAnn Finkenbinder is the recipient of the Rachel Fulton Public Service Award for 2019. The League of Women Voters of Black Hawk-Bremer Counties has given this award annually since 2007 to a member who has made a difference in the lives of local citizens, and who has made significant contributions to the work of the League of Women Voters.
