Alice Anne Franzen was born in Los Alamos, New Mexico, August 2, 1959, to Hugo and Susan Franzen. She spent her school years is Ames and graduated from Iowa State University in 1982 with a degree in civil engineering, one of the first women in that field.
Following graduation, she worked as a surveyor and C.E. in Texas, where she met and married Robert Welch. She received her Professional Engineer's License in 1989 and in 1991 accepted the position of Survey and Photogrammetry Engineer at the Iowa Department of Transportation in Ames.
She has two daughters, Lori Elizabeth, born 1986, and Emma Louise, born 1991.
