Jane was born in Missouri Valley, Iowa on January 29, 1935. She graduated Silver Lake High School in Ayrshire, Iowa in 1952 and received a B.S.in Business Administration from Iowa State University in 1956. She started a graduate degree in Business Education at Boston University Boston, Mass. in 1969.

Jane married James A. Stegner in 1968 and they have two sons: Aaron James born may 22, 1971 and Jansson Jay born November 24, 1972. Jane was employed by Dayton Hudson Corporation Minn, MN (Controller's staff) 1956-1959; IDS Financial Services Minn MN (Economic Analyst) 1959-1968; and began a marketing research business Jane L. Stegner Inc. in 1987.

Jane has been an active volunteer at Minneapolis YWCA - member of Metro Board of Directors Metro Finance Committee Urban Center Management Committee Chairperson of Children's Center Committee 1973-1982. She has also been a long time active member of Hennepin Avenue Methodist Church Minneapolis. "Women's issues have been a part of my portfolio for many years and I happily and gratefully support what the Carrie Chapman Catt Center for Women and Politics can say to all people especially young people about women's strengths and capabilities."
