Judith (Judy) Ann Paulsen was born on January 2, 1939 in Melrose Park, Illinois but lived most of her early life in Millburn, Illinois. She graduated from Millburn Grade School in 1952 and from Warren Township High School Gurnee, Illinois in 1956. She then attended Evanston School of Nursing Northwestern University Evanston Illinois and received the Diploma in Nursing in 1959. She became a Registered Nurse in the State of Illinois and was employed as an R.N. with several hospitals doctors and clinics during the period 1959-1965.

Judy married John R. Clem on August 27, 1960. She and her husband lived in Urbana, Illinois until he received the Ph.D. in Physics at the University of Illinois. They lived for one year in Adelphi, Maryland while her husband was a postdoctoral associate at the University of Maryland in College Park and she was employed during part of this period as an R.N. at Holy Cross Hospital in Silver Spring, Maryland. They then moved to Germany and lived for one year in Munich where her husband was a postdoctoral associate at the Technical University.

In 1967 Judy and her husband moved to Ames Iowa where her husband became an assistant professor of physics at Iowa State University. Their son Paul G. Clem was born on July 23, 1969 and their daughter Jean A. Clem was born on June 11, 1972. Judy and her family have lived in Ames since that time except for a year in Julich Germany where her husband was a senior Fulbright fellow at the Kernforschungsanlage Julich; a summer in Tiibingen, Germany where he was a visiting professor at the University of Tubingen; a year in Peekskill, New York where he was a visiting scientist at the IBM Watson Research Center; and a year in Menlo Park California where he was a visiting professor at Stanford University and a visiting scientist at the Electric Power Research Institute. These visits have enabled Judy and her family to travel extensively both in the U.S. and abroad.

 Judy is a Registered Nurse in the State of Iowa and for several years she was employed as an R.N. by the Iowa Eye Care Physicians. She became a Certified Registered Nurse in Ophthalmology in 1991. She is widely known in Ames as an active volunteer in many organizations including the League of Women Voters of Ames Faculty Women's Club Ames Chamber of Commerce American Society of Ophthalmic Registered Nurses Iowa Hospital Association and the Collegiate Presbyterian Church; she often has served as an officer in these organizations. She also has served as an elected official; she served two terms on the five-member Board of Trustees of Mary Greeley Medical Center. She has been an important pillar of support in her family especially to her husband now a Professor of Physics and Distinguished Professor in Liberal Arts and Sciences at Iowa State University; her son a 1991 graduate of the University of California at Berkeley and currently a graduate student in Materials Science at the University of Illinois in Urbana; and her daughter a 1994 graduate of Luther College. To them Judy Clem is truly a heroine.
