Juliann Packer McWilliams was born on October 4, 1944 to Jean Havens Packer and R. Allen Packer in Ames, Iowa. She attended the school system there graduating from Ames High School in 1962. She graduated from Iowa State University in 1966 with a degree in Food and Nutrition/Food Service. In 1966 she went to Hawaii for Peace Corp training. Unable to finish this training she enrolled in the Univ. of Hawaii to pursue a Master's Degree.

October 4, 1969 she was united in marriage to Richard H. McWilliams ISU 1966 & '69. They lived in Ames Spirit Lake for 21 years back to Ames and are now living in Boone, Iowa. They have two daughters Sara Bernali ISU 1995 and Kamala ISU 1996. Julie found time to volunteer and also to work part-time. Organizations included Little League Church school and PEO. She was on the N.W. Iowa Cyclone Club Board also the (Clay-Dickinson Counties) ISU Alumni Assn. boards for several years. Julie served on the state-wide Cottey College Scholarship Committee for six years for the PEO Sisterhood chairing this committee for one year. One of her greatest joys has been working with youth through the Church School ISU Extension Service (as a 4-H Club Leader 4-H Program Assistant and County Fair Judge) and as a school bus driver for Spirit Lake Schools. She tried to teach tolerance equality fairness and respect for others by example. She is an enthusiastic supporter of Iowa State basketball also never missing an opportunity to show-case ISU's virtues.
